依法治县重在依法治权

Emphasis on Governing County According to Law Is to Govern Power

依法治权有两层含义 ,即依法行权和对违法行权进行严惩。行政权来源于人民 ,它是有限的 ,它本身的含义蕴含要依法行使 ;行政权是一柄双刃剑 ,具有扩张性和腐蚀性 ;因而要依法治权。同时 ,依法治权不仅是依法治县题中的应有之义 ,而且行政执法机关存在的种种问题也要求依法治权。为此 ,必须清理执法文件 ,制定行政程序法 ,实行执法责任制 ,提高执法人员的素质 ,完善监督机制 。

There are two types of meaning about governing county according to Law:first,to act power in the light of Law;second,to punish violation heavy.Administrative power which comes from people is limit,whose meaning means acting according to law itself;Administrative power which is paradox possesing expansion and erosion must be governed according to Law.Accordingly,We must check up enforcive law documents,formulate laws of administrative programme,perform enforcive responsibility,enhance quality of law enforcer,better supervisal systems,realize governing power according to law.
