The provincial governmental paper is confronted with lots of handicaps on the foundation of news paper enterprise group:governmental newspaper demand and market demand,institutions and market enterprises,publicity tasks and commercial ads, inproper personnal structures, etc.All these lead to the handicaps in the organization and construction of the provincial newspaper group.There are some ways to solve those:throwaway the old conception with desperate determination;role shifting from the propagandist to the participant in the social reform.
