As Xi cautioned, ＂Empty talk holds up national development; only solid endeavors lead to prosperity.＂ Whether China will indeed soar as a political force depends on what happens on the ground today and onward. The call for action extends way beyond the economy. The country needs institutional innovations, new conceptions and a fresh ethos.
