Overall Appvoach of“Five Progress”and New Opportunity of Forestry Development

探讨了文明、生态文明的概念和发展,通过分析中国共产党＂十八大＂设定的＂五位一体＂总体布局对生态文明建设的高度定位的意义,以及对林业部门和林业发展提供的新机遇,探讨了林业需从提供生态产品、发展生态能源、加强生态核算和加大生态宣传四个方面加强相关基础性工作,为生态文明建设发挥积极作用。

The paper explored the definitions and its development of civilization and ecological civilization. The im- portant effects CPC on the overall approach of promoting the ＂Five Progress＂ which included ecological progress for the first time designed in the 18th National Congress of CPC and the new opportunities provided for forestry development. They suggested more basic works need to be further reinforced on four aspects to supply ecological products, develop ecological energy, reinforce ecological accounting and strengthen ecological advertisement for forestry depa^ment.
