完善林权抵押贷款工作的有关建议——基于云南省的调研

Improvement Suggestions of Forest Right Mortgage Loan Work——Based on the Investigation of Yunnan Province

在总结云南省林权抵押贷款现状、做法和成效的基础上,分析了当前林权抵押贷款存在的主要问题,提出了完善林权抵押贷款工作的建议：尽快协调出台《全国林权抵押贷款管理办法》,组织召开林权抵押贷款现场会推广云南经验做法,加快编制林权管理服务中心建设规划、加大标准化建设试点力度,鼓励发展林下经济,加快培育和发展农民林业专业合作组织,加大林业贷款贴息,尤其是对农民个人的小额贷款贴息力度,进一步扩大中央财政森林保险保费补贴范围,提高财政补贴比例。

Based on the practice and effectiveness, the current situation of summary of forest right mortgage loan in Yunnan Province, the paper analyzes the main problems in the forest right mortgage loan, and puts forward seven suggestions of perfecting the forest right mortgage loan work： coordinationas soon as possible introduction of ＂ national forest right mortgage loan management approach ＂, organized the forest fight mortgage loan spot, promote Yunnan experience, speed up the establishment of forest ownership management service center construction planning, strengthen standardization construction of pilot efforts, to encourage the development of forest economy, speed up the cultivation and development of farmer professional cooperation organization of forestry, discount loans and forestry especially for individual farmers microfinance subsidy, further expand the central government forest insurance premium subsidies, improve the scope of financial subsidy percentage.
