基层林业站职能调整分析

基层林业站必须要注重职能建设。目前由于乡村林业政策环境和林业生产经营模式发展变化,基层林业站在职能发挥上有弱化虚化趋势。为了适应林业深化改革和乡村林业发展的客观要求,应对基层林业站职能进行调整,将现行的＂宣传、管理、执法、组织、服务＂五大职能调整为＂提供科技服务、管理林业资源和建设生态文化＂三大职能,并以科技服务职能为中心,同时发挥资源管理和生态文化建设职能。

It must be paid attention to the construction of functions to construct Rural Forestry-stations. At present, because of rural forestry policy environment and forestry production and operation mode have changed, the trend that the functions of rural forestry-stations have being weaken and melted has emerged. The functions of the rural forestry-stations should be adjusted to adapt to the forestry deepening reform and the objective requirement of rural forestry development, changing from five functions of ＂publicize, management, organization, law enforcement, and service＂ to three functions of ＂providing technical service, managing forest resources, and constructing ecological culture＂. The functions should to be centered about the function of technical service and the functions of resource management and ecological culture construction should to be come into effect at the same time.
