摘要
目的了解重庆市4个区(县)公共卫生人员现状,分析重庆市基本公共卫生服务均等化人力资源配置和使用方面存在的问题,提出相关的对策和建议。方法采用随机抽样方法,选取4个区(县),问卷调查和访谈4区(县)卫生局、财政局、专业公共卫生机构和20个基层卫生机构及其相关负责人。结果全市公共卫生技术人员缺乏,服务能力有待提高,管理人员意识有待加强。结论加强重视基本公共卫生服务均等化工作,管理人员积极参与,充实公共卫生人才队伍,提高公共卫生队伍素质。
Objective To investigate the status quo of local public health officials in four districts and counties of Chongqing,analyze the problems in human resource allocation and use in the equalization of public health services,and put forward relevant countermeasures and suggestions. Methods Questionnaires and interviews were done in Municipal Health Bureaus,bureaus of finance, health and special public health organizations and 20 primary health organizations of 4 districts (counties) and their leaders by randomized sampling from 4 districts (counties) of Chongqing. Results Lack of public health technical personnel, service capacity needs to be improved,and management consciousness should be strengthened. Conclusion We should strengthen the recognition of basic public health services equalization work, enrich the public health talent team, improve the quality of public health and make the management personnel participate in the equalization actively.
