摘要
选择和培育新的经济增长点是煤炭资源型城市实现成功转型的核心。以阜新和焦作这2个典型的煤炭资源型城市为研究对象,对它们选择和培育新经济增长点的实践进行深入分析,总结其成功经验以及带给其他煤炭资源型城市的启示。要使煤炭资源型城市早日实现可持续发展,必须强化政府主导作用,切实转变政府职能;坚持传统产业改造同接续替代产业的选择和培育同步进行;把握好转型时机,及早谋划和开展新经济增长点的选择和培育工作;实施项目带动,依靠机制创新多渠道筹集资金。
Selection and cultivation of new economic growth points is the key to achieving a successful economic transition for coal-based cities. This paper, based on cases study on Fuxin and Jiaozuo, two typical coal-based cities, analyzes their new economic growth points, and summarizes their experience that can be used as references for other coal-based cities. It is believed that we should strengthen the leading role of government and transform its functions to make the coal-based city achieve sustainable development as soon as possible. Reform of the traditional industries shall be at the same time with the selection and cultivation of alternative industries. A planning at appropriate time on selection and cultivation of new economic growth points is necessary. We can raise funds from multi-channels through projects and innovation of mechanism.
