西部大开发的历史积淀丰厚。汉唐开发西部形成了著名的“丝绸之路” ,促进了中国经济社会的繁荣。新中国成立后 ,经过第一个五年计划和“三线建设”时期及八十年代改革开放的投入开发 ,取得了不少成绩。目前正在进行的大开发 ,其目标、手段、内容和过去的开发都不一样。首先要把大开发放在世界经济发展的大背景下去思考 ,着眼于高起点 ,其次要从全国大战略要求出发 ,动员全国各方面的力量来支持 ;还要从西部的实际出发 ,既要行动积极 ,又不要急于求成 ,要长期打算 ,持之以恒 ,把经济效益、社会效益、生态效益结合起来 ;最后还要自始至终以创新为动力。

The historical accumulations of west China development are very rich. In Han and Tang dynasty,developing the west formed the famous “Silk Road” and accelerated the Chinese economic and social prosperity. Since the foundation of P.R. China, it has made a good progress due to the investment and development of the periods of the first 5-year-plan, the 3-road-construction and the 1980's reform and opening. However, the goals, measureas and contents of the recent great development are different from the past. First, the great development should be thought under the background of world economic development. Second, according to the country's entire strategy, it should be supported by the forces all over China. Third, from the reality of the west, it should be done actively but not impatiently for the success and should be planned a little more carefully and be kept to it faithfully in order to combine the economic benefit, the social benefit and ecological benefit together. Finally, it should be driven with the innovations from the very beginning to the end.
