Exploring China's Diplomatic Resources Concerning the Pearl River Delta

在全球化和综合国力竞争加剧浪潮下,我国外交资源面临的挑战和危机上升,必须突破传统的概念和框架,主动筹划开发外交资源。以港澳为窗口的珠三角地区是改革开放的先行者,既蕴藏着丰富的外交资源,也面临一系列新的涉外挑战和问题,外交资源与国内社会环境的互动明显。进一步开发我国的外交资源,对于新时期中国与世界的良性互动具有重要意义和深远影响。外交资源重在国内和地方,必须向下看,向内反刍,既要大力开拓经济、军事,科技设备等物质性硬资源,更要倾心培育人文、理念、思想等非物质性软资源,还要用好港澳台侨等相关涉外资源,积极探索公民社会"取之于民,用之于民"的外交外事资源管理新模式,以更好地维护国家权益,服务社会发展。

Thanks to globalization and intensified competition of the comprehensive national strength,China's diplomatic resources face greater challenges and crisis.Thus,China should break through traditional conception and framework to proactively explore the diplomatic resources.The Pearl River Delta,the forerunner of the reform and opening-up policy and with HK and Macao as its window,is endowed with plentiful diplomatic resources though facing new diplomatic challenges and problems as well,in that the diplomatic resources interact closely with social environment at home.Further exploring of China's diplomatic resources exerts far-reaching impact on China's interaction with the outside world in the new period.Diplomatic resources lie mostly within the nation and in localities.Looking downward and inward is therefore necessary for the exploration.The hard-resources of economics,military and technology facilities are important,and even more so are the soft-resources of humanity, ideas and thoughts and the diplomatic resources related to the people in HK, Macao and Taiwan.New model of managing diplomatic and foreign affairs' resources should be explored that featuring a civil society with resources coming 'from the people and for the people ',and will better protect the national interest and meet the goal of social development.
