The special geographical background of old urban area of central city in small and medium-sized cities of western region determined its special nature of traffic improvement. The article described the current integrated traffic system situation and urban planning situation of old urban area of small and medium-sized cities in western region, analyzed its unique urban traffic characteristics and problems, and proposed a series of traffic improvement measures from the perspective of system engineering.
