试析《党政机关公文处理条例》的特点

Analysis of the New Attributes of Regulations on the Work of the Party and Government Organizations Handling Official Documents

2012年4月16日,中共中央办公厅、国务院办公厅共同颁布了《党政机关公文处理条例》,对党政机关的公文处理工作进行了规范和统一。新条例有效解决了旧条例、旧办法中"五不一致"的问题,呈现出通用性、科学性、严谨性、实用性、简洁性、平和性等特点。

General Office of the CPC Central Committee and General Office of the State Council issued an article titled Regulations on the Work of the Party and Government Organs Handling Official Documents on April 16th, 2012. The article standardized and unified the official documents handling in the Party and Government Organs, and efficiently solved the Five Discrepancies problems in the old regulations and methods. Besides, the article demonstrated six attributes, namely generality, scientificness, strictness, practicability, simplicity and mildness. This thesis analyzes the above attributes of the new regulations, and raises several jobs to be done after the im- plementation of the new regulations, with the hope that it would play some positive parts in the work of official documents processing and standardization.
