关于国家投资生态建设工程若干问题的思考

Consideration on some problems of the state invested ecological construction projects

阐述国投生态建设工程中存在的政策性问题、管理机构问题、综合治理问题。呼吁通过国家、地方有关部门的调研论证,出台新政策、新精神;建议一方面从实际出发控制工程规模、提高单位面积投资,延长工期;另一方面各级地方政府建立主管国投生态建设工程的管理机构,抓好、抓实规划、实施、管理方面的工作,使国投各类别生态建设工程实现有效衔接,资源配置能充分,合理利用;实现国投生态建设工程的综合治理和科学发展。

This paper elaborates on the issues of policy, regulatory agencies and comprehensive management of the state invested ecological construction projected. It calls for the introduction of the new policy and the new vitality through the research and demonstration of the national and local authorities concerned. It is recommended that on the one hand the scale of the project be controlled, the investment of the unit area be increased, and the time limit for the project be extended in accordance with the reality. On the other hand, local governments at all levels establish the regulatory agencies which are in charge of the state invested ecological construction projects and pay adequate attention to planning, implementation and management of these projects so that the state invested ecological construction projects of different kinds can be linked up efficiently and the resources can be made full and rational use of, which helps to achieve the comprehensive management and scientific development for the state invested ecological construction oroiects.
