《天然气利用政策(2012)》解读

The NDRC’s“Policy on Natural Gas Use(2012)”

2012年10月31日,国家发改委发布了《天然气利用政策(2012)》,对《天然气利用政策(2007)》进行了修订。《天然气利用政策(2012)》反映了国家对天然气发展的政策导向,主要体现在:1)鼓励天然气发展,明确提出了"提高天然气在一次能源消费结构中的比重";2)绝大部分天然气发电项目由允许类、限制类调整为优先类、允许类;3)放宽工业燃料中天然气的置换领域,以改善环境、促进节能减排。建议国家应落实好天然气发电等配套政策,加快并鼓励天然气管网、地下储气库等基础设施建设,并尽快出台新的天然气价格形成机制。

On December 31,2012,the National Development and Reform Commission issued the'Policy on Natural Gas Use(2012)',a revision to the'Policy on Natural Gas Use(2007)'.The new policy embodies the national policy guidance on natural gas development mainly reflected in the following provisions:1)It encourages natural gas development,proposing to'increase natural gas’share of primary energy consumed';2)Most natural-gas fired electric power generation projects have been reclassified from permissible and limited to priority and permissible; 3)It broadens the scope of natural gas in industrial fuel substitution to improve the environment and promote energy conservation&lower emissions.The author suggests that the national government put natural-gas fired electric power generation related policies into effect,encourage and expedite the construction of natural gas pipeline network and underground gas storage infrastructure,and introduce a new natural gas pricing mechanism as soon as possible.
