欧盟低碳能源发展战略及其启示

EU low-carbon energy strategy and its inspiration

在低碳经济多年发展的基础上,欧盟近期通过《能源2020:一项发展具有竞争力、可持续发展能力和安全性能源的战略》、《2050年迈向具有竞争力的低碳经济路线图》及《欧洲战略性能源技术计划》"三份基础性文件确立了低碳能源发展战略的基本框架。本文着重分析了欧盟低碳能源发展战略的主要内容、战略的主要特点、对欧盟的重要意义以及对我国发展低碳能源产业的启示。总的来看,欧盟的低碳能源战略可以归纳为,通过明确低碳能源重点发展领域与关键技术,加大低碳技术研发投入,提出政策优惠条件,制定修改相关政策法律框架,争取到本世纪中叶能够建成具有竞争力的、可再生的、安全的、具有可持续性的低碳能源产业,为降低欧盟碳排放,提高欧盟能源供给自主性和安全性,保障欧盟政治经济顺利发展做出贡献。欧盟的低碳能源发展战略及政策措施对中国现阶段制定低碳能源相关政策具有一定的启示与借鉴意义。

EU has established its fundamental framework of low-carbon energy development strategy by rolling out three basic documents:'Energy 2020–a strategy for competitive,sustainable and secure energy','Roadmap for moving to a competitive low-carbon economy in 2050'and'the European strategic energy technology plan'on the basis of low carbon economy development over the years.The article focuses on analyzing the major contents and main features of EU low-carbon energy strategy,its significance for EU as well as its inspiration to Chinese low-carbon energy industry.Overall,EU low- carbon energy strategy can be summed up as follows:make contribution to EU political and economic development by reducing EU carbon emissions and improving the independence and security of EU energy supply and develop a competitive,renewable,safe,and sustainable low carbon energy industry by the middle of this century by means of deciding key development areas and technologyof low carbon energy,increasing investment on R&D of low carbon technologies,providing favorable policy conditions as well as formulating and modifying the policy and legal framework.strategies,policies and measures of EU low- carbon energy development provide China with certain inspiration and reference to make related low-carbon energy policies at present.
