“两型”社会建设中生态效率评价及影响因素实证分析——以2006～2009年省级面板数据为例

Analysis of the Evaluation of the Eco-Efficiency and Influential Factors Based on Resource-Saving and Environment-Friendly Society——Evidences from Provincial Panel Data during 2006～2009

基于"两型"社会建设的目标与内涵,构建了省级生态效率综合评价模型;以2006年～2009年中国30个省份的面板数据为样本,采用因子分析法计算各省份的生态效率。运用面板数据个体固定效应模型,以计算出的各省份生态效率为因变量,经济发展速度、产业结构、地区开放水平、科技水平、环境政策以及治污力度为自变量分析对各省份生态效率的影响,结果表明:1)产业结构、环境政策、治污力度、地区科技水平对生态效率的改善有积极、显著的影响;2)经济发展速度对生态效率的提高有消极影响;3)地区开放水平对生态效率的改善没有显著影响。最后依据上述研究结论提出了相应的政策建议。

The provincial eco-efficiency evaluation model is first constructed. Then based on the provincial panel data, the method of factor analysis is used to evaluate the eco-efficiency of each province. By the means of the entity fixed effects model, and using the eco-efficiency scores as dependent variable and influential factors as independent variables, the impact on coo-efficiency is analyzed. The results indicate that： first, the industrial structure, environmental policy, pollution control ability and regional scientific and technological standard have positive impacts on eco-efficiency. Second, the rapid of economical development has negative influence on the improvement of eco-efficiency. Third, The regional openness standard has not obvious impact on the eco-efficiency. At last, according to the results of empirical analysis, some suggestions are put forward.
