摘要
研究目的:从土地督察实践出发,对现行城市建设用地审批制度存在的不足进行分析,提出改革建议。研究方法:实践调查法和制度分析法。研究结果:现有城市建设用地审批制度存在供应环节多、程序复杂、周期长、地方政府多报用地量、审批时间跨度大、规划调整和供地主体不明确、征地拆迁耗时长和考核期限短等问题,需要进一步改革。研究结论:以明确国家与地方的权利和职责、明确各级分工和发挥督察作用为整体设想,提出进一步完善城市建设用地审批制度的改革建议:适当增加报批次数,合理界定考核征地率、供地率期限以及加大批而未用土地清理力度,切实提高供地率。
The purpose of this study is to analyze the problems of urban construction land approval system from the perspective of land supervision,so as to put forward reform proposals.Methods employed include field survey and institutional analysis.The results indicate that there exists a series of problems in the current urban construction land approval system.It also put forward the reform proposals accordingly.It is concluded that there are many urgent aspects should be paid attention to improve the improvement of urban construction land approval system,such as increasing the times of deliveries of application for approval appropriately,rationally defining and assessing the scope of land confiscation rate and land supply rate,putting more emphasis on dealing with those unused lands after land use approved and eventually increasing the land supply rate.
