随着中国内地对外开放的不断深入,赌博违法活动也日益猖獗,特别是青少年赌博问题也逐渐引起社会关注。通过对相关法律档和媒体案例进行分析,首先介绍了内地青少年赌博的特点和演变的新趋势;其次从家庭、朋辈、社区、媒体宣传等方面讨论了诱发青少年赌博的环境因素;再次从立法滞后、执法弱化、整治模式化、惩治欠规范等层面分析青少年赌博所面对的监管困境;最后针对目前的社会控制力量的薄弱环节提出防治对策:如青少年周围环境的维护和净化,加快立法进程,增强执法力度,调整治安整治策略,完善司法监管体系,促进跨境博彩资讯沟通和社会各界的合作等,以有效遏制青少年赌博问题的蔓延。

With the deepening of China mainland＇s opening up to the outside woad, the illegal gambling activities are increasing, especially youth gambling problems gradually arouse attention. The paper analyzes the relevant legal files and media cases. Firstly, the paper introduces adolescent gambling characteristics and new trend of evolution; Secondly, the paper analyzes the environmental factors inducing youth gambling from the aspects of family, peers, community, media etc.; Thirdly the paper analyzes the regulatory difficulties faced by youth gambling prevention countermeasures from the legislative lagging, weakening law enforcement, remediation modeling, less punishing standardized level; Finally, current weakness of the forces of social control such as the paper submits countermeasures in response to the maintenance and cleaning of the surrounding environment of youth, speeding up the legislative process, enhancing law enforcement, adjusting public order strategy, improving the regulatory system of justice, the promotion of cross-border betting information, communication and community cooperation so that we can effectively contain the spread of youth gambling problems.
