公路货物超载运输博弈分析

Game Analysis of Highway Freight Overloading

针对目前日益严重的公路货物超载运输问题，通过对业者之间、政府与业者之间的博弈分析，探讨了在不同外部条件及相互约束作用下博弈各方的理性选择行为，从而较全面地剖析了目前我国公路货物运输的超载产生、运输激励失效、大吨小标等现象和超载治理执法中出现的一些问题。最后，根据博弈分析的结果提出了超载运输相关政策法规和技术层面的一些建议。

Aim at the increasingly the game analysis of operators, serious problem highway freight overloading now, by making government and inspectors, this paper discusses tile garners＂ rational choice behavior under the different exterior conditions and interior restriction mutually. Consequently, the paper explains the phenomenon of freight overloading, conveyance incentive invalidation and small mark of big ton and some problems in overloading management now in our country. Finally, the paper brings up some suggestions of overloading related policy and technique levels according to the game analysis results.
