摘要
介绍了规制经济学的主要理论、高速公路特许经营的涵义及重要性，运用规制经济学原理对高速公路特许经营进行了分析，指出高速公路特许经营符合市场经济发展规律。
Expressway special permission management is one kind of the government＇s control behaviors. This paper explains the significance and effect of expressway special permission management in the base of main economic theory of gauge economics.
