This paper systematically describes the concept and the connotation of cost-oriented method and proposes some basic ideas to develop highway toll criteria based on this method.Besides,the paper shows the feasibility and rationality of using cost-oriented method to develop highway toll criteria,points out some problems in the actual operation process,and proposes some relevant countermeasures on scientifically and effectively using this method.
