目前,我国国企上市公司资本运作面临的主要风险是政府过度干预、上市公司资本市场不够完善、自身风险免疫力不足、政策法律法规不完善。我国应建立有利于资本运作的市场运行机制,加强资本运作风险的识别和预防控制,建立健全资本运作的科学决策机制,加快培养能驾驭资本运作的专业人才。

Risks facing state-owned, public-listed enterprises in terms of capital operation come from the excessive intervention of the government; incomplete capital market of listed companies; insufficient risk immunizing power; and the unsound policies, laws and regula- tions. China shall build a market operating mechanism that makes for capital operation, strengthen the identification and precaution of capital operation risks, establish and improve a scientific decision making mechanism for capital operation, and accelerate the training of professional talents.
