省级公共图书馆“一馆多证”现象探微

Exploration on the Phenomenon of “One Library with Multiple Library Cards” in Provincial Public Libraries

全国31个省级公共图书馆借阅证办理情况显示,在政府要求免费开放的大背景下公共图书馆仍然存在"一馆多证"的现象。省级公共图书馆应优先加大科技投入,同步建立并先行完全免费开放网络公共图书馆;引进战略合作伙伴,延伸图书馆服务网络;建立读者诚信档案,减少读者管理成本;加强内部管理创新,提升自身服务能力,以逐步消除"一馆多证"现象。

The library card handling situation of 31 provincial public libraries shows that public libraries still exist the phenomenon of ＂one library with multiple library cards＂ in the background of the library free opening. Provincial public libraries should have priority to increasing investments in the science and technology, synchronously establish and completely free opening internet in public libraries; introduce strategic partners, and extend the library service network; establish the integrity file of readers to reduce reader management costs; strengthen the internal management innovation, and enhance service capabilities, in order to eliminate the phenomenon of ＂one library with multiple library cards＂ step by step.
