摘要
地方政府因利益的独立化而产生的投资冲动 ,促使其在投融资活动中表现出非理性行为 ,对国有银行进行过多的行政干预 ,导致资源的不合理配置。必须对投融资管理体制进行改革和创新 ,增加制度约束 ,矫正地方政府的非理性投资行为。
The local government has investing actuation due to the independency of territorial benefit and behaves unrationally in investment and overmuch administrative intervention to the state banks, which results in unreasonable configuration and waste of resources. It is necessary for us to adopt institutional innovation to the administration system of investing and financing, increase the institutional restriction and rectify the unrational behavior of the local government.
