Introduction of EU cosmetic legislations

欧盟化妆品法规1223/2009即将于2013年7月全面实施,与之前的化妆品指令76/768/EEC相比,其对于化妆品的安全性有更多和更新的要求。目前针对化妆品指令所进行的化妆品毒理风险评估(TRA)不能够完全满足该法规的要求。其中法规附录一中所列的化妆品安全报告(Cosmetic Product Safety Report),官方和行业协会相关的指导文件对于化妆品的风险评估和安全提出了更加全面和详细的要求。欧盟一般消费品保护指令(GPSD)、REACH以及玩具指令2009/48/EC等相关法规也可能会影响到化妆品的监管。

European cosmetic regulation 1223/2009 will be fully enforced in July 2013. The significant differences on the requirements of safety were interpreted comparing with cosmetic Directive 76/768/EEC. Currently toxicological risk assessment （TRA） report for cosmetics was studied to check the possibility of fulfilling the regulation requirements. The requirements of Cosmetic Product Safety Report （CPSR） in the Annex I of cosmetic regulation and available guidance were investigated. The related legislations including GPSD, REACH, Toy Directive 2009/48/EC were also discussed.
