碳排放权交易下碳捕集机组的厂内优化运行

Inside-Plant Optimal Operation of Carbon Capture Unit Under Carbon Emission Right Trade

碳捕集水平反映火电厂对其碳排放量捕集的强度,由于实施碳捕集需消耗不菲的能量,而碳捕集水平与碳排放权价格密切相关,因此在总量控制与排放贸易的碳排放权交易体系下通过合理调节碳捕集水平能够有效降低碳捕集电厂的碳排放权购买成本并最大限度地节省发电能耗,实现碳捕集机组的灵活经济运行。从火电厂的角度通过构建考虑碳排放权购买成本、售电损失成本和有功生产成本的碳捕集机组厂内碳捕集水平优化运行模型,分析了碳排放权价格变化时碳捕集水平的变化情况。由于碳排放权交易价格波动且在收盘时方能确定,因此与碳排放权购买成本相关的碳捕集水平的确定存在一定困难,为有效描述其不确定性的影响,采用-超分位数方法求取碳排放权购买成本,进而建立了考虑碳排放权价格随机性的厂内碳捕集水平优化模型。通过算例分析了不同置信水平下,碳捕集能量和碳捕集水平随发电厂净输出功率的变化规律,有效反映了不同碳排放政策控制力度下的碳捕集系统运行水平。

Carbon capture level of a thermal power plant reflects the capturing ability of its carbon emission.In view of the fact that a large amount of energy should be consumed for carbon capture and the carbon capture level is closely related to the price of carbon emission right,by means of reasonably adjusting carbon capture level under the carbon emission right trade system composed of total carbon emission control and emission trading the purchasing cost of carbon emission right can be effectively reduced and the energy consumption of power generation can be decreased to the hilt to implement flexible and economic operation of carbon capture units.From the viewpoint of thermal power plant,an optimal operational model for inside-plant carbon capture level,in which the purchase cost of carbon emission right,the loss cost due to electricity selling and the production cost of active power are considered,is built,and using the built model the variation of carbon capture level under the fluctuation of carbon emission right price is analyzed.Since the fluctuation of carbon emission right price can only be determined at the closing of market,there is difficulty in some degree in the determination of carbon capture level related to the purchase cost of carbon emission right.To describe the influence of the uncertainty of purchase cost of carbon emission right effectively,the α-super quantile method is used to solve the purchase cost of carbon emission right,and then an optimal model of inside-plant carbon capture level,in which the randomness of the price of carbon emission right is taken into account,is established.By means of calculation example,the regularity of carbon capture energy and the carbon capture level,which vary with net power output of power plant under different confidence levels,are analyzed,and the operational level of carbon capture system under different executive strengths of carbon emission control policy can be effectively reflected.
