轻重工业并举发展,加快西部开发步伐─—关于调整西部地区经济发展战略的建议

Develop Light and Heavy Industries Coordinately and Accelerate the Development of Western Region

本文认为，目前必须结合国际、国内形势，特别是西部地区的客观现实，尽快调整原来在“九五”计划和2010年远景目标中确定的发展战略。过去确定的过分依赖重工业的发展思路难以促进西部经济的快速发展，应在轻、重并举的前提下适度优先发展轻工业，并以发展贸易为前提，以轻工业为先导产业，借助内外两大市场，实现双向经济环流。为有效实施双向经济环流战略，必须采取一系列措施，在2000－2010年间加快西部轻工业发展。

The paper holds the idea that we should adjust the development strategy designed in the ninth - five - year planand the long term objectives by the year 2010 accirding to international and domestic situation, especially accordingto objective conditions in western region. Heavy - industry - oriented strategy specified in the past is difficult to promote rapid development of western economy. Light in dustry should be put in priority on the premise of balance development of light and heavy industries. Light industry should become leading industry and trade should be boomed relying on exchange between internal and external market.
