摘要
山地流转机制是在社会主义市场经济条件下，林业发展的必然产物。本文联系临安市的实际论述推行山地流转机制对调动林农的积极性、发展林业和振兴山区经济的同时，进一步分析了山地使用权流转的各种形式，并指出建立和完善山地经营机制应遵循的基本原则。
Transferable system of hilly fields would be result of forestry development on market economy of socialism. The paper links present situation of Lin'an county, and expounds its functions to mobilize enthusiasm of forestry farmer, to develop forestry and develop vigorously economy of forest area. Therefore, the paper analyses various ransferable forms of tright of use of hilly field, and put forward basic principle to establish management system of hilly field.
