On the Optimal Pattern Selection of Chinas Security System

首先介绍了发达国家中公民供给式、强制保险式和自由保险式这三种社会保障模式及其运作特征 ;然后分析了我国社会保障体系在目标模式选择上的模糊 ,即运作模式上的计划倾向、目标保障层次和保障水平的模糊性 ;最后得出我国可选择强制保险为主、自由保险为辅的保障模式 ,分层次、分地域、有重点地逐步推进 。

The paper discusses three social security modes and their features adopted in the developed countries, i.e. the free national social insurance mode, the compulsive insurance mode and the voluntary insurance mode. Then it reveals that China's social security system still remains ambiguous in mode selection, which reflect in both the central planning tendency of the current operational mode and the uncertainty of targeting the social insurance level. The main conclusion of it can be summed as follows : China may select the compulsive insurance as the main mode combined together with the voluntary insurance as a supplement. Attention may also be paid to the problems raised from the implement of the national social security system such as the coordination between the coverage and insurance level in different regions and lines.
