中国目前气候治理组织机构评析

An Evaluation and Analysis on the Climate Governance Organization Nowadays

通过近二十年应对气候变化的实践,中国业已形成一套气候治理组织机构。这套机构的有效运转奠定了中国气候治理的根基,同时也暴露出一定的问题,对于正在进行的应对气候变化立法工作提出了一定的立法诉求。本文通过对中国目前气候治理组织机构的梳理,对中国气候治理组织体系的特点和不足之处进行了评价,以探求未来健全中国气候治理组织体系的途径。

China has formed a set of climate governance organs in its practice of dealing with climate changes in the past twenty years.The organs' efficient work set up a solid foundation of climate governance in China.Meanwhile,it also exposed some problems and proposed a certain legislative request on the recent legislation of managing climate changes.This paper makes comments on the characteristics and shortcomings of China climate governance organization system in order to explore a perfect system in future.
