Computer simulation is an effective means of assessing the effectiveness of communication systems and COMINT systems. But the model bases should be open, i. e. , the new models could be added by users so as to be suited to the requirement of analyzing and assessing new systems, new techniques and new tactics. This paper introduces the principle, mechanism and application of simulation platform that could fulfill the requirement.
