世界迈进21世纪，全球化与区域一体化并行发展，日益呈现多极化的国际格局。发展中国家群体的崛起尤其引入注目，特别是以大洲为基础的区域组织的发展，形成了各自的合作模式，引领区域内的国家联合自强，共同发展，成为争取分享全球化利益的重要途径，改变着世界的力量对比。非洲国家自独立以来的半个世纪，一直以非洲的团结与共同发展为理想。非洲联盟成立十年来，对非洲一体化的共同纲领目标、战略规划和具体项目的制定和实施，起到引领和推动作用。时至今日，非洲发展仍然面临诸多挑战。非洲的一体化发展道路虽然困难重重，但也充满希望。

The 21^st century will see a different world. One of the decisive factors for this change is the collective rising of developing countries and regional groupings. The new global framework in formation should be a new type of globalization based on regional integration. Africa has been pushing for the continent＇s solidarity and common development for more than half a century. African Union （AU） , since its establishment in 2002, has been playing a leading role in promoting the common program and goals, strategic planning, formulation and implementation of concrete projects of African integration. Intra - Africa economic integration based on sub - regional communities will unleash Africa＇ s development potential. At present, the road to African integration is full of difficulties, as well as of hopes. Africa is hopeful to make the continent prosperous for her people and for the world.
