广东省再担保机构运行机制探析

On the Operating Mechanism for Re-guarantee Agencies in Guangdong Province

近年来,国家及许多省市相继对建立再担保体系解决中小企业融资难问题进行了有益的探索和尝试,形成了不同的再担保发展模式。结合广东省担保和再担保行业的现状,根据再担保机构运作的"广东模式"及面临的问题,从业务定位、发展模式、风险管理、资本金补充、与担保公司的合作等方面,对完善省级再担保机构的运行机制进行探索,为广东省再担保机构完善运行机制提供操作层面的参考。

In recent years, beneficial explorations and attempts have been made in the establishment of re-guaranteesystem to solve the problem of financing SMEs in the levels of the nation and many provinces and cities in China, hence forming various development modes of re-guarantee. Considering the present status quo of guarantee and re- guarantee industry in Guangdong Provincle, in accordance with the operation mode of ＂Guangdong＂ by the re-guar- antee agencies and its problems, the paper probes into how to improve the operating mechanism of provincial re guarantee agencies in such aspects as business positioning, development mode, risk management, capital replenish- ment and cooperation with guarantee companies, which provides operational-level reference for improving the oper- ating mechanism for re-guarantee agencies in Guanzdonz Province.
