摘要
台湾全民健康保险制度因其覆盖全民、集中统一的组织特征受到学界较多关注。台湾地区的医疗保险制度虽然经历了从多元分立到一元统一的重大调整,但公办公营的制度核心却没有触动。台湾医疗保险组织的发展变革之路是其价值理念、政治体制以及物质环境等多种复杂因素交互作用的结果,集中统一的台湾全民健保组织体制也正是社会医疗保险制度融入台湾社会的"本土化"产物。对于目前处于攻坚阶段的大陆新医改而言,台湾地区的医疗保险组织体制改革有着多重借鉴意义。
The universal and centralized National Health Insurance in Taiwan had been paid widely attention recently.The Taiwan health insurance system had experienced a major adjustment from a multi-separation system to a unified and centralized system.However,the core of the system 'public-owned and public-run' had never been touched.Actually,the path of health insurance reform in Taiwan was the result of the interaction of ideas,matters and institutions,which would give valuable experiences to Mainland at the critical period of Healthcare reform.
