通过对中、美应急演练方案核心框架设计内容的系统比较及对我国演练方案存在的问题及成因进行分析,借鉴学习美国应急演练方案的框架设计内容,提出我国应急演练核心框架的改善建议,为我国的应急演练方案编写提供参考。

Through comparison of emergency exercise design contents between the United States and China, analysis of the problems and reasons in Chinese exercise scheme, and experience learning from American emergency drilling plan, this article put forward the core framework of emergency drilling.
