资源型城市的功能回归及其制度实现

Functions Regression and System Implementation of the Resource-based Cities

资源型城市的形成是与矿产资源的开发密切相关的,随着资源的开发,其城市产业演进与城市功能发展的特征不尽相同。当前我国资源型城市功能发展趋于多样化,但多数资源型城市面临产业结构单一、城市功能发展弱化的现象。应从城市功能的角度来探索资源型城市的结构转型问题,资源型城市的功能应从生产中心向服务中心转变,着力加强资源型城市功能回归的制度保障。

The formation of resource-based cities is closely related to the mineral resources exploitation. With the exploitation of resources,it becomes quite different in the evolution of resource-based cities＇ industry and the development characteristics of city functions.Currently,city functions tend to diversify in china,while most resource-based cities have simple industrial structure and the development of city functions is weakening.From the perspective of city functions,this article analyzes the structure transformation of resource-based cities,and proposes that the functions of the resources-based cities should change from production center to service center.Based on the analysis of the situation and the reasons that the city functions of resource-based cities weakens,this article suggests a safeguarding system to make the city functions of resource-based cities regressed.
