Under the circumstances of nursing staff shortage and the development of ＂the project of setting examples of high quality nursing service＂ which was strongly advocated by the ministry of health and the municipal health bu- reau, breaking the traditional fixed work schedule, using the flexible scheduling principles and related methods by two grades of hospital and department, will fully embody the spirt of people-oriented spirit and the service conception of patient-centered. To make reasonable and effective use of nursing human resources, promote nursing service innova- tive, assure quality and safety of nursing care, and improve patient＇s satisfaction.
