摘要
近年来,我国住房保障制度建设取得了巨大进步,愈来愈多的居住弱势群体实现了"住有所居"梦想。然而,公共保障性住房供给结构方面暴露出了一系列问题。这些问题是否得到有效解决将在很大程度上影响到我国住房保障制度的可持续发展。为了提高保障性住房供给效率,更好地解决中低收入群体的居住问题,当前应尽快出台住房保障法律法规以规范供给结构,同时整合现有住房保障产品,建立以租赁型为主、出售型为辅的住房保障体系,实现优化供给结构的目的。
In recent years, we have made great progress in system construction of indemnificatory housing. And more and more vulnerable groups have realized their dream of housing. However, there come some problems in the supply structure of public indemnificatory housing. Whether they can be solved perfectly will influence the sustained development of such pro- ject. To improve the housing supply and solve the housing problem of low income groups, we should make relevant laws as soon as possible to standardize the supply structure and integrate the current indemnifieatory housing. On this basis, we can construct a system of indemnificatory housing with renting as the main way and sale as the secondary means in order to optimize such structure.
