苏南、苏中、苏北医疗保险模式之比较

Comparison of Medical Insurance in South Jiangsu,Middle Jiangsu and North Jiangsu

苏南、苏中和苏北存在着明显的发展差距,医疗保险模式也有所不同。三者的医疗保险模式呈现出"覆盖范围扩大化"、"筹资机制多元化"、"管理规范化"的共性特色,但在缴费标准、财政补贴力度、待遇水平以及对健康和寿命的影响等方面,也有不小差异。今后,江苏应积极推进医疗保险体系一体化建设,逐步实现农保城保"两险合一",缩小地区间的差异,不断提高人民群众满意度。

There are great gaps between the developments in South Jiangsu,Middle Jiangsu and North Jiangsu,and the medical insurance modes are also different.Common points of them are wide coverage,polarization of financing and normalization of administration.However,great differences lie in standards of payment,amount of financial subsidiary,levels of treatments and influences on health and life.In future,Jiangsu should promote the construction of integrated medical insurance system,the merge of urban and rural insurances,and the narrowing of gaps.
