河北省大型体育场馆经营管理现状分析

An Analysis of the Management of Large Stadiums in Hebei Province

通过对河北省现有17个大型体育场馆进行问卷调查、实地考察,并咨询了部分场馆的工作人员和管理人员以及相关政府部门的人员,发现河北省大型体育场馆经营状况有所改善;人员超编严重;政府干预过多;评估机制不健全等,并对这些现状做了进一步的分析,找出制约的因素,并提出相应的意见:转变政府服务职能,拓宽大型场馆投融资渠道,改革现有人事制度,扩展经营范围,制定优惠政策等.以期为河北省的大型体育场馆的发展提供理论支持.

The questionnaire of and the firsthand investigation to the 17 large stadiums in Hebei province and the consultation of the working staff and management personnel in some stadiums as well as the relevant government working people indicate that the management of the large stadiums has been improved but there are some problems such as the stadiums being seriously overstaffed, excessive government intervention and imperfect evaluation system, etc. This paper makes an analysis of these problems, finds out the restraining factors and puts forwards some suggestions as follows： to transform the functions of government services, to broaden the financing channels for large stadiums, to reform the current personnel system, to expand the business scope, and to formulate preferential policies and so on, hoping to provide theoretical support for the development of the large stadiums in Heibei province.
