The theory of higher education strategic management, which is long-term and macroscopic plan to enhance university characteristic development, provides feasible guiding theories, management means and a comprehensive management program mode. The overall development of provincial universities involves five essential aspects： implementing the university autonomy, establishing higher education classification management system, developing contents showing universities＇ characteristics, establishing the evaluation system that is beneficial for fair competition and characteristic development.
