市容市貌治理创新研究——以深圳“城市牛皮癣”为例

SZ city appearance governance innovation research——take SZ "city psoriasis" as example

市容市貌治理一直存在比较大的难度,往往出现头痛治头、脚痛治脚的局面。本文以深圳和其他城市最为棘手的"乱张贴"现象为例,深入地探讨其产生的根源。在分析现有治理措施的利弊之后,通过借鉴国内外其它城市治理"城市牛皮癣"的经验,构建了根治深圳"城市牛皮癣"有效机制,为市容市貌治理提供了新的思路。

Many cities have great difficulties in managing and improving the appearance of the city,and they have taken stopgap measures.The paper takes the the phenomena of flyposting in Shenzhen as an example to analyze the root causes of the problem.Based on the analysis of the current measures taken for solving the problem of flyposting and the experiences drawn from some foreign countries,a set of effective measures have been proposed to offer a new way for the management of the appearance of the city.
