摘要
西部开发应强调内资投入和外资利用相结合的方针 ,首先应符合国内产业调整目标的原则。外资利用应兼顾直接投资和间接投资 ,前期应以间接投资为主 ,形成政府、企业、社会 ,内资。
Because of different comparative advantages and global business environment,our western regions could not take the same methods as the eastern and coastal regions in its development.Both the domestic and foreign capitals should be used in fulfilling the purpose of domestic adjustment.The problems faced in the past 20 years in FDI should be award and avoided.
