美国TSCA应用预防原则对纳米材料的监管

摘要 纳米技术作为战略性新兴产业中的核心技术之一,正在逐步走进我们的生活,在生物制药、基因控制、环保、电子器件、能源和航天航空技术等领域发挥着越来越重要的作用。但是,由于纳米材料的特殊性质,其对生命健康和生态环境产生的负面效应和不确定性也让人们充满了担忧。国际上对于新兴技术的发展一般都应用了“预防原则”。预防原则最早出现于20世纪70年代的联邦德国,
