本文认为货币资金区域配置失衡是东、中、西部地区经济发展差异的重要原因。文章从金融层面考察 ,分析了区域货币资金失衡的具体原因。西部大开发需要金融政策的支持 ,调整区域货币失衡的金融政策有 :差别存款准备金政策 ;货币政策和利率政策 ;优化区域金融组织体系 ;促进西部资本市场发展 ;发展区域投资基金 ;政策性金融 ;利用外资金融。

The view of this article is that the disequilibrium of regional capital is an important reason for the development difference among the eastern, middle and western economy. Viewing the disequilibrium of regional capital at financial angle, we can find several reasons.The development in the west area calls for the support of financial strategy. The policies to adjust the disequilibrium of regional capital include:different deposit reserve ratio;monetary policies and interest rate policies improvement of regional financial arrangement;development in the capital market of the west area;establishment of regional investment funds;full use of national development banks and foreign banks.
