国家外汇管理局自2011年底实施外商投资小额贷款公司(以下简称外资小贷公司)外汇资本金结汇改革试点,试点变外汇资本金"支付结汇制"为"额度结汇制",辽宁省作为四个试点省份之一,执行试点政策至今,取得了一定成效,但也存在一些问题。
