摘要
现有有关均衡发展的理论研究及政策制订,多着眼于教育资源的均衡配置。随着均衡发展的不断推进,这种仅仅立足于资源配置的均衡发展观越来越暴露出它的局限与不足。为了更好地实现提高和促进公平的义务教育均衡发展,无论是在理念层面还是政策设计层面,都需要在关注教育资源均衡配置的同时,更要关注对已有存量教育资源的激活。
The balanced allocation of education resource is the focus of current theory and policy making of balanced development of education. However, with the implementation of balanced development, defects of this kind of resource allocation oriented development are emerging. More attention should be paid to the activation of education resource that has already been allocated on both notion and policy making level to realize equal and balanced development of compulsive education.
