Some Considerations on the Improvement of Offshore Financial Market in China and the Countermeasures

发达的离岸金融市场可以充当流通中外国货币蓄水池的作用,我国可采取多布点、分离型的离岸金融市场模式,对其中的风险采取制度化安排和经济性补偿两种方式规避,并要在税收方面给予优惠,协调离岸存贷利率和内资存贷利率,处理好央行部门利益与国家利益之间的关系,实施总体设计促进离岸金融业务的繁荣,提升离岸金融业在我国的发展空间,使我国经济与世界经济融为一体。

The advanced offshore financial market can play the role in pooling foreign currency in circulation. In China, we can adopt the pattern of multi-point and separated offshore financial market; we can prevent the related risk in the way of institutional arrangement and economic compensation; we can implement the preferential tax policy, negotiate the interest rate and strike a balance between the interests of departments of central bank and national interests. We should promote the prosperity of offshore finance with the help of integrated design, create more space for the development of offshore finance in China and integrate China＇s economy into world economy.
