中共五大治党能力建设研究

Research on the CPC's Governing Abilities Construction in its 5th National Congress

治党能力是指中共实施治党管党行为的基本能力。作为在特殊历史时期召开的一次重要会议,中共五大总结了中共四大以来在自身建设中的经验教训,为强化治党能力提出和制订了一系列新的政策措施。本文依据历史文献资料,对中共五大重视治党能力建设的复杂背景进行了深入分析,对治党能力建设的主要做法进行了系统梳理,对治党能力建设的历史贡献和存在的主要问题进行了客观评价,以求对深化中共党史研究提供一个新的视角。

The Party＇ s governing ability is the CPC＇ s basic ability in governing and managing its Party. As an important meeting held during a special historical period in the Party＇ s history, the 5＇h CPC National Congress summed up experience and lessons of the Party＇ s own building after the 4th CPC National Congress. Also, it pro- posed and established a series of policies and measures to strengthen the Party＇ s governing ability. Based on the historical literature and documents, this paper carries on a thorough analysis on the complex background by close- ly attending to the Party＇ s governing ability building at the 5＇h CPC National Congress, and systematically clears up the main measures on the Party＇ s governing ability building, and makes an objective evaluation on the historical contribution of the Party＇ s governing ability building and the main problems existing in it in order to provide a new perspective to deepen the CPC ＇ s history studies.
