China's economy has entered a major period of transition,and the macro support in China's long-term growth has changed into factor endowment conditions.These changes require the mode of economic develop ment from the elements-driven steering to innovation-driven one.Innovation-driven economic development pattern includes:industrial innovation,technological innovation,product innovation,institutional innovation,strategic innovation,management innovation and cultural innovation.The innovation-driven mechanism in transformation of economic development is to improve the supply for the realization of the path in the policy ori entation to achieve a series of transition:from policy incentives to investment incentives,from technology policy to innovation policy,and from single to multiple changes.The transformation of the mode of economic develop ment policies and measures concerns actively cultivating new industries,promoting industrial and structural in novation,building a modern industrial system,strengthening the construction of production and research system,and optimizing innovation and entrepreneurial environment,focused on improving cultural innovation.
